How Is the Enterprise Cemetery Governed?
Article 1 of the Enterprise Cemetery Maintenance District (the District) Bylaws defines the Taxing
District as a municipal corporation chartered under Oregon Revised Statutes (ORS) 265
www.oregonlaws.org/ors/265.005. Included in authority granted the District is the power to
levy taxes within the boundaries established for the District. Boundary definitions and lists of
taxpayers’ (also “electors”) within the District are maintained by the Wallowa County Assessor’s
Office. The District exists solely for the benefit of the public. All revenues realized from the
sale of gravesites or columbarium niches and from the internment services performed by the
District, and all grants and donations made to the District are expended exclusively for the
operation, maintenance, and improvement of the real property, and improvements thereon,
known as the Enterprise Cemetery. The Cemetery Property, 14.97 acres in extent, is located at
305 NE Alder Street, Enterprise, Oregon 97828, and identified in Wallowa County tax rolls as
parcels 100, 200, and 300; tax reference numbers 539, 540, and 541.
Exercise of the District’s authority is circumscribed by the laws of the state of Oregon and the
United States of America. Further, the Cemetery facility is licensed and regulated by the
Oregon Mortuary and Cemetery Board. Contact information:

Quick Terms Guide
Columbarium
A structure with small compartments called niches — designed to hold urns containing cremated remains.

Gravesite
A single burial plot in the cemetery where a person’s remains (full body or cremated) may be interred.

Interment
The act of placing remains in their final resting place, either in the ground or in a columbarium niche.

The labor involved in preparing a burial space:

Plot
Also called a burial plot, this is a designated space within the cemetery that a family purchases for interment. A plot may hold one full-body burial or, in some cases, multiple cremated remains.

Second Interment Right
Permission to bury a second set of cremated remains in a gravesite already owned by a family.
​
Urn Vault
A protective container that holds an urn before burial in the ground. Some families choose this for added security.
​
Vault (for full body burial)
A larger protective container—usually concrete or metal—that holds a casket underground.
